Importing to Zimbabwe from South Africa, SADC Duties, Beitbridge and Full Process Guide
The complete guide for Zimbabweans in South Africa, SA exporters and Zimbabwean importers.
The Three Questions Everyone Asks First
Importing a vehicle from South Africa? Make sure you have all three before you import: Certificate of Origin, police clearance from the Vehicle Theft Squad, and ITAC export permit.
Who This Page Is For
Three groups import from South Africa into Zimbabwe. Each has a different question.
Zimbabweans living in South Africa. You have bought goods or a vehicle, or you are moving back home. You want to know what you can bring duty free, what gets taxed, and how to get it across the border without stress.
South African businesses exporting to Zimbabwe. You have a Zimbabwean customer and need to deliver. You want a clearing agent on the Zimbabwe side who answers the phone and clears the truck without delays.
Zimbabwean importers sourcing from South Africa. You buy from Johannesburg, Durban or Cape Town regularly. You want reliable clearing and fast delivery, not a new delay every month.
All three use the same route. All three cross Beitbridge. All three benefit from SADC rates. This page covers the process for each.
SADC Duty, One Document, Big Saving
South Africa is part of the SADC regional trade agreement. Goods originating in South Africa attract reduced import duty when imported into Zimbabwe.
Here are the specific reductions:
| Category | Standard rate | SADC rate with Certificate of Origin |
|---|---|---|
| Sedan or hatchback | 40% | 20% |
| SUV or double cab | 60% | 30% |
| Commercial single cab | 25% | 15% |
| Electric vehicle | 25% | 15% |
| Clothing and textiles | 40% | 15% |
| Building materials | 20% | 10% |
| General merchandise | 20% | 10% |
| Raw materials for manufacturing | 5% | 0% |
The document is called a Certificate of Origin.
It is issued by an authorised body in South Africa. It must be issued before the goods are collected. It must match the invoice exactly. It must be presented at the time of assessment at the border. If it is wrong, ZIMRA applies full duty and you lose the saving.
We check every Certificate of Origin before your goods or vehicle leave South Africa. If it is wrong, we tell you before the border, not after.
What You Can Import from South Africa
Almost anything, provided it is legally allowed in Zimbabwe and the correct duty is paid. The main categories we clear from South Africa:
Vehicles. Sedans, SUVs, double cabs, trucks and motorcycles. Vehicles under 10 years old can be imported. Vehicles 10 years or older are refused entry under SI 59 of 2026. Police clearance and ITAC export permit are required.
General merchandise. Electronics, clothing, hardware, furniture, building materials, spares, machinery. Full truckloads or single pallets.
Food and beverages. Requires health certificates and SAZ compliance. Some categories need import permits from the Ministry of Health or the Ministry of Agriculture.
Pharmaceuticals and medical equipment. Requires MCAZ import permit and certificate of analysis. Not the same as general cargo.
Chemicals and industrial inputs. Requires Environmental Management Agency clearance and, in some cases, a permit from the Ministry of Industry.
Agricultural inputs and equipment. Requires phytosanitary certificates and, for some items, permits from the Ministry of Lands, Agriculture, Fisheries, Water and Rural Development.
Fuel and petroleum products. Requires ZERA approval and bonded transport.
Prohibited items. Second hand clothing (under SI 59 of 2026). Drugs including dagga. Unregistered medicines. Counterfeit branded goods. Weapons. Pornographic material. These will be confiscated and you may face criminal charges.
We advise on permit requirements at the quote stage, before you commit to a purchase.
Bringing Personal Effects from South Africa
If you are a Zimbabwean returning home from South Africa, or moving to Zimbabwe for the first time, you can bring your personal effects duty free. There is a specific exemption for this.
What qualifies:
- Furniture used by you for at least 12 months
- Clothing and personal items you have owned for at least 12 months
- Household appliances used by you for at least 12 months
- One vehicle owned and registered in your name for at least 2 years, subject to approval
What does not qualify:
- Items bought specifically to bring to Zimbabwe
- Items bought within the last 12 months
- Items for resale
- Multiple units of the same item (for example, five laptops or three fridges)
The documentation you need:
- Passport with South African residence permit showing at least 2 years of continuous residence
- Proof of ownership of items being imported
- Change of residence declaration form (available from ZIMRA)
- For a vehicle: registration book in your name, proof of ownership for at least 2 years, and a police clearance
We guide you through the process. The personal effects exemption is a specific concession and getting the paperwork wrong costs you the duty saving. We do this correctly.

Importing a Vehicle from South Africa
The most common vehicle import into Zimbabwe is from South Africa. The process has specific requirements that do not apply to general cargo.
Required documents:
- Original vehicle registration book from South Africa
- Commercial invoice showing the sale price
- Certificate of Origin, issued by an authorised body in South Africa
- Police clearance stamped by the Vehicle Theft Squad. Valid for 14 days.
- ITAC export permit, applied for on Form IE362. Minimum 2 working days processing.
- Import Licence, only if the vehicle is 10 years or older and not vintage
Under SI 59 of 2026, vehicles 10 years or older are refused entry. Vintage vehicles 25 years or older are exempt with a special Import Licence from the Ministry of Industry and Commerce. Returning residents and diplomats have specific exemptions.
Duty on a South African vehicle:
| Vehicle type | Standard rate | SADC rate with Certificate of Origin |
|---|---|---|
| Sedan or hatchback | 40% | 20% |
| SUV or double cab | 60% | 30% |
| Commercial single cab | 25% | 15% |
| Electric vehicle | 25% | 15% |
Add 15 percent VAT in every case. Vehicles over 5 years old add a 35 percent surtax.
We check every Certificate of Origin and police clearance before the vehicle leaves South Africa. If something is wrong, we tell you before the seller hands over the keys.

What Happens When Something Goes Wrong
South African imports go wrong in specific ways. Documents do not match the truck. A permit is missing. The Certificate of Origin is issued after collection and rejected. The police clearance expires before arrival. Every importer has heard these stories.
Here is how we handle them.
If the Certificate of Origin is rejected
This is the most expensive problem because you lose the SADC rate and pay full duty. We check the certificate against the invoice before collection. If it is wrong, we contact your South African supplier or dealer and arrange reissue before the goods move.
If the police clearance has expired
Clearances are valid for 14 days. On slow movements, they sometimes expire before arrival. We identify this before the vehicle reaches the border and advise on how to obtain a fresh clearance.
If the truck arrives with documents that do not match the cargo
This is the most common delay at Beitbridge. We identify the problem at the assessment desk and give you the choice: delay for the correction, or proceed as declared. You decide, not the driver.
If ZIMRA queries the classification
We answer it at the assessment desk. We are licensed agents with direct access to assessors. Most queries are resolved the same day.
If the truck is held for inspection
We attend the inspection, take photos, and provide the report to you. Most inspections take 2 to 4 hours.
If your driver is stuck
Our team is on the ground at Beitbridge. We can assist with fuel, accommodation, and communication with the South African side.

Learn About Cargo Insurance →"I and my family were forced out of South Africa, having stayed 12 years. Sad as it was, team George Steward gave us something to smile about as they effortlessly manoeuvred through officials. We benefited from a returning residents rebate and got exempted from paying duty for our bakkie and paid less than $400 in VAT charges. A big thank you to the team for their patience."Ntando Khupe, Returning Resident
